The Honorable Charles Wilson (Democrat-Texas) (1983) -- Charged with using cocaine and marijuana.  Special counsel found no basis for charge.  Texas - 3

The Honorable George V. Hansen (Republican-Idaho) (1984) -- Convicted of four counts of making false statements (failed to report nearly $334,000 in loans and profits from 1978-1981).  Reprimanded.  Conviction vacated by federal court in 1995. Idaho - 2

The Honorable Dan Daniel (Democrat-Virginia) (1986) -- Accepted free flights on corporate aircraft.  No sanctioned recommended by Ethics Comittee.  Daniel made restitution.  Virginia - 3

The Honorable David McCann "Mac" Sweeney (Republican-Texas) (1986) -- Used official resources for political purposes and congressional staff to campaign as a condition of continued employment.  Committee found that campaign activities occurred in district office;  no evidence Sweeney directed or condoned improper activities.  Texas - 4

The Honorable James Weaver (Democrat-Ohio) (1986) -- Borrowed approximately $82,000 in campaign funds for personal use, and inadequate financial disclosure of commodity investment transactions.  Ethics Committee recommended no sanction.  Ohio - 6

The Honorable Fernand J. St. Germain (Democrat-Rhode Island) (1987) -- Accepted free flights on corporate aircraft;  intervened on behalf of an organization in which he had a financial interest and inadequate financial disclosure.  Outside counsel recommended no sanction.  Rhode Island - 1

The Honorable Mary Rose Oakar (Democrat-Ohio) (1987) -- Purchased a townhouse with a member of her staff and improper salary disbursements to an employee.  Ethics Committee found improper payments but not fraudulent intent.  Member made restitution for improper salary disbursements. Ohio - 7

The Honorable Richard H. Stallings (Democrat-Idaho) (1987) -- Improper use of campaign funds (loan to congressional employee).  Public letter of reproval.  Violations were mitigated by lack of improper intent.  Idaho - 3

The Honorable William H. Boner (Democrat-Tennessee) (1987) -- Violations of the gift rule, improper use of campaign funds, conflict of interest, and improper use of official resources.  Ethics staff found violations;  resigned.  Tennessee - 1

The Honorable Austin J. Murphy (Democrat-Pennsylvania) (1987) -- Improper use of official resources and violation of House rules regarding voting.  Murphy allowed another person to cast his House vote.  Reprimanded.  Pennsylvania - 6

The Honorable Charles G. Rose, III (Democrat-North Carolina) (1988) -- Borrowed campaign funds for personal use, and inadequate financial disclosure.  Public letter of reproval.  Paid $12,500 civil fine. North Carolina - 2

The Honorable Patrick L. Swindall (Republican-Georgia) (1988) -- Indicted for perjury.  Defeated for re-election.  Georgia - 1

Wright, Jr. (Democrat-Texas) (1989) -- Improper lobbying efforts on behalf of constituent with whom Wright had an interest in a private gas well;  intervention on matter before Department of Interior on behalf of Texas Oil and Gas Company;  improper use of campaign funds to pay for book that Wright wrote;  improper use of government resources for the book;  improper use of Fort Worth condominium;  undue influence with officials of Federal Home Loan Bank Board on behalf of four Texas businessmen.  Resigned as Speaker;  resigned from the House.  Texas - 5

The Honorable Jim Bates (Democrat-California) (1989) -- Sexual harassment and improper campaign activity in congressional office.  Public letter of reproval.  Member admitted violations.  California - 8

The Honorable Robert Garcia (Democrat-New York) (1990) -- Convicted of conspiracy and Travel Act violations (receipt of $170,000 in payments, loans, diamond necklace from defense contractor;  acquitted of four counts of bribery and receipt of illegal gratuities.  Resigned.  Conviction overturned, twice.  New York - 13
